The objective is to guarantee universal access to information through non-exclusive web tools that maintain the greatest possible accessibility.

After the self-assessment carried out by the Agency for the Digital Administration of the Community of Madrid, it is determined that this website is partially compliant with Royal Decree 1112/2018, of September 7, due to the lack of conformity of the aspects indicated below.

 

Content not accessible

The content that is collected below is not accessible due to the following:

  1. Lack of compliance with RD 1112/2018​
    • There could be occasional editing errors on a web page, both in HTML content and in final documents. For example, misuse in textual content of visual separation through the BR elements.

    • There could be DIV block elements that lack the P wrapper tags required for blocks with more than 150 characters.

    • Arrays of DIVs could exist simulating unordered lists. As it can be in the case of carousels that use external libraries.

    • On the portal there is content in English whose language is not correctly labeled [requirement number 9.3.1.2 Language of the parts of UNE-EN 301549:2019].

    • There are fields of forms or buttons where the visible text that acts as its label is not part of its accessible name [requirement number 9.2.5.3 Inclusion of the label in the name of UNE-EN 301549:2019].

    • There could be consecutive headers of the same level or higher with no content between them.

    • There could be links whose text is too long and, therefore, not very significant.

    • There could be the presence of poorly constructed unordered lists.

    • There could be presence of empty unordered lists.

    • There could be use of inadvisable HTML presentation elements .

    • There could be jumps in the header levels.

    • There could be empty headers, with no text inside.

    • Unordered lists could be simulated by using paragraphs beginning with special characters, instead of using the UL lists element.

    • There could be data tables in which no header is marked by the TH element.

  2. The content does not fall within the scope of applicable law

    There could be office files in PDF or other formats published before September 20, 2018 that do not fully meet all accessibility requirements. Although efforts have been made to ensure that most of them do comply.

  3. iFrame elements not accessible

    There could be external iFrame elements that lack a descriptive title tag and focus for keyboard navigation. In addition to content that is not accessible at source.

Complaints will be received and processed by the General Subdirectorate responsible for Electronic Administration, as the unit responsible for the accessibility of the portals of the Community of Madrid.

 

Technical characteristics

Among others, the following measures are adopted to facilitate accessibility:

  • The language used, the structure of the content and the context information are simple and coherent and easily understood by people
  • Using (X)HTML code to create standard documents. The content is marked with labels, providing context information and allowing the user to differentiate headings, sections, paragraphs, lists, etc.
  • The positioning of the contents is done through the use of CSS cascading style sheets. These standard premises adequately mark and allow the separation of the structure and the presentation of the contents. With this procedure, it is possible to guarantee compatibility for different browsers and devices, allowing the use of navigation assistance technologies such as screen readers for people with visual disabilities.
  • A readable font size has been used. It has been verified that the texts have sufficient contrast with respect to the background colors. The font size and the selected color tones can be modified with the tools that each browser uses for it. Font sizes have been defined with relative units.
  • The images, except those that are decorative, have an alternative description. The images have mandatory alternative text in such a way that an alternative is offered to those people who do not access the graphic content.
  • Functional alternatives for those users who have Javascript disabled. The javascript effects, ajax, etc. they do not hide information or block access to those who use browsers that do not support these technologies.
  • The use of pop-up windows is avoided.
  • The use of motion graphics and flashes is avoided and, in situations in which their use is essential, it is provided with the necessary functionalities to be able to stop the movement.
  • The use of color as the only element to give content meaning is avoided.
  • Color tones that have been previously validated are used in the contrast algorithms between text and background color for WCAG2.
  • Links with Title. Links provide details of the hyperlink destination. Navigation should be easy. Links must be informative and must deliver exactly the information users expect.
  • Forms have attributes that facilitate accessibility.
  • A content manager (Drupal) is used that helps maintain the accessibility of the content over time.
